CafeLand – Dự án Khu đô thị sinh thái Đông Trường Sơn đến nay đã tìm được nhà đầu tư mới sau khi bị buộc thu hồi đất vào tháng 7/2019.
UBND tỉnh Hòa Bình vừa công bố kết quả sơ tuyển lựa chọn nhà đầu tư cho dự án khu đô thị sinh thái nghỉ dưỡng cao cấp Đông Trường Sơn. Theo đó, liên danh gồm Công ty Cổ phần (CTCP) Đầu tư Reenco Hòa Bình, Công ty TNHH Xây dựng Thành Hưng và CTCP Phát triển Đô thị An Thịnh là nhà đầu tư duy nhất nhận được phê duyệt.
Dự án khu đô thị sinh thái nghỉ dưỡng cao cấp Đông Trường Sơn tọa lạc trên tổng diện tích đất là 98ha (chưa giải phóng mặt bằng) tại xã Tân Vinh, huyện Lương Sơn, tỉnh Hòa Bình. Tổng chi phí triển khai dự kiến lên đến 1.008 tỷ đồng. Dự án chia làm 3 phân khu chức năng chính: khu biệt thự nghỉ dưỡng cao cấp với diện tích 30,2ha; khu công trình công cộng và dịch vụ với diện tích 7,44ha và khu cây xanh công viên, thể thao, vui chơi giải trí với diện tích 28,75ha.
Theo tìm hiểu của CafeLand, CTCP Đầu tư Reenco Hòa Bình thành lập từ năm 2010, do Vũ Hoàng Phương đại diện pháp luật. Công ty có địa chỉ tại tiểu khu 4, TT. Lương Sơn, huyện Lương Sơn, Tỉnh Hòa Bình.
Công ty TNHH Xây dựng Thành Hưng do bà Nguyễn Thị Thanh Hương đại diện pháp luật, thành lập từ năm 2000. Trụ sở đăng ký công ty tại phố Chùa Thông, phường Sơn Lộc, TX. Sơn Tây, TP. Hà Nội.
CTCP Phát triển Đô thị An Thịnh thành lập vào năm 2011, do bà Nguyễn Thị Thanh Thảo đại diện pháp luật, có địa chỉ tại phường Đại Kim, quận Hoàng Mai, TP. Hà Nội.
Trên thực tế, mặc dù được công bố là nhà đầu tư mới nhưng CTCP Đầu tư Reenco Hòa Bình đã từng chịu trách nhiệm về dự án trong quá khứ. Trở lại năm 2012, UBND tỉnh Hòa Bình đã phê duyệt quy hoạch chi tiết cho dự án với 3 phân khu như trên. CTCP Đầu tư Reenco Sông Hồng (trực thuộc Tổng CTCP Sông Hồng) nhận được quy hoạch và Reenco Hòa Bình trực tiếp triển khai.
Ban đầu, dự án dự kiến thực hiện từ quý III/2012 và sẽ được nghiệm thu, đưa vào hoạt động từ năm 2015. Tuy nhiên, việc triển khai đã liên tục bị đình trệ, dẫn đến không thể hoành thành theo đúng kế hoạch đề ra. Đến tháng 7/2019 sau khi đã “đắp chiếu” 7 năm trời, dự án bị buộc thu hồi đất theo Nghị quyết số 151/NQ-HĐND được tỉnh Hòa Bình thông qua ngày 19/7/2019.
Đến tháng 11 năm ngoái, Sở Xây dựng tỉnh Hòa Bình đã đăng thông báo đấu thầu, chính thức khởi động lại dự án sau một quãng thời gian dài chỉ nằm trên giấy.
